One vehicle is usually allowed in the intersection while waiting to turn left. If that vehicle is still there when the light turns amber, they usually have the right to complete their left turn as long as it is safe to do so.With a green arrow, if the driver has passed the crosswalk area before the light turns amber, that driver should be allowed to complete their left turn. The rule of thumb here is that if a driver is behind the stop line when the light turns amber, that driver should stop. A driver should not enter an intersection to make a turn if the light is amber. I hope that helps you. Oh, and you should never back up at an intersection. If you are over the line a bit when the light turns amber, just stop......covering the brake before entering the intersection also helps here.

    Anticipate the light.

After the green arrow disappears, the same rules apply as a green light

at the intersection (as long as there is a green light).

If the green arrow turns into a red arrow, then you cannot turn in the direction of the arrow (it's considered a red light for that turning lane).

Depends on what was displayed after the green arrow disappears.

If the turn is a protected only (green, yellow and red arrows), then yes. It becomes a red light violation.

If there is no red arrow for that movement (just a green arrow followed by a green ball), then no unless the driver creates a hazard.

There's more info needed than what you post in your question.

You can be issued a summons. That don't means it is right. In general you are suppose to be able to make the turn before the arrow changes.

Also did you start the turn already is a factor. (ie. enter the intersection before the arrow changed)
