Is it legal for this car to be parked here... ?
There a car parked legally in front of my house, looks like a visitor of our neighbor since I've seen that car every so often. What annoys me is parking is already very limited on my street, and this car was parked her since the night before. Right now, they have both back tires removed, in the process of repair. The only rule I know of is "no car can be parked on any public parking spot for more than 72hrs consecutively" per LADOT.
More info:
1. Los Angeles area
2. Residential parking
3. NO prior reports have been filed, and the car has been parked there for over 20hrs at this time.
I just want my parking spot back you know! I know its a public parking spot and first come first serve, but this car is a visiting car... you know what I mean? and now it looks like it'll be there for a while because the tires are gone! No one has returned to that car so I don't know who it belongs too.. ugh this is irritating why did they have to choose the spot right in front of my house to do all this!!!

Generally vehicles on a public street need to be licensed and OPERABLE. Call the parking authority or whatever and report an inoperable car blocking your normal spot. (No spot on a public street "belongs" to you) If you are lucky, maybe they'll come tow it away.

First off I never know of a CITY to have a DOT, then again maybe they do that in CALI(they are crazy there). They have a branch of the STATE DOT maybe, but not their own. If you have such an issue with it then call the cops and say hey I think something is wrong here with the wheels being removed. Some cities DON'T allow repair work on the streets(as you are suggesting is going to be done) and the cops could also tag the car so that after 72 hours it could be towed if it isn't moved, and the cops will be looking to see if it is moved when they have time. So a smart person would move it and make sure the cops notice it was moved.

I looked up "nitwit" in the dictionary and saw a picture of you.
Here's an idea: street parking is not reserved. If you don't get the spot first someone else can. Don't lord over a piece of asphalt like you own it because you don't. This is America, land of the free...not the land of "calling the police when someone does something you don't like because you're an idiot"...though recently it's starting to get that way.

can't you report it to the authoritys? what if the space needs to be used by emergency services? i'm sure they have every right to have it towed
