There is no degree in the USA called "Computer Programming". There are individual courses in Computer Programming, but they are part of one of the following degrees:

    Computer Science

    Computer Engineering

    Software Engineering

    Software Engineering Technology

    Computer Technology

    Information Technology

Computer Engineering is a branch of Engineering. Very heavy in Math, Physics, Electronics, and of course Computer Programming.

Computer Programming is the art and science of constructing computer programs (ie software), from a standardized computer language.

Software Engineering is generally considered to be on a higher and more abstract level then simple computer programming. You might outsource the writing of a simple module, that does a particular or specific task, and that could be considered "computer programming". Where that module fits into an overall design or system would be the actual software engineering.

In my experience Computer Programming focuses on updating, developing, coding, and implementing software.

Computer Engineering is more hardware centric. You will design create layout and develop actual hardware. There is software made specifically for hardware like drivers etc. The emphasis though is on the physical aspect of computers.

Both can pay really well. Also I would suggest avoiding for profit schools like ITT, Devry, and the like. Its much harder to get in the industry from those then a standard college.

Computer Engineering in general sense is related to design and development of computer hardware and computer architecture. This is offered by Department of Electrical Engineering in many Univs in the US. With regard to Computer Programming, I think you should search based on Computer Science. Usually Univs have School of Computer Sciences which will offer courses on computer programming, algorithms, etc.

Engineering is mostly hardware as well as the integration of hardware and software where computer programing is just software. Computer science is computer programming but not limited to it.
