IDE drivers have jumper settings.
If u use IDE HDD & IDE dvd writer at the same time, u should set the jumpers.
That means, HDD sholud be "master" & dvd writer should be "slave" or "cable select"
If u set master to both drivers, computer will not working properly.

what is wrong with the motherboard? EDIT: does the green led on the motherboard turn on when you switch the computer on? Are you getting the 2 beeps at startup? Maybe the power supply (SMPS) is defective and needs to be replaced

set one IDE drive as master and the other as slave and it will work
check the jumpers at the back
