It is often said that the winners (of war) write the history books and so I think this statement is implying that if a society or collection of empires let's say, get on fine, then years go by without ever being documented as there are no wars or conflicts to write about.
Think about it. Would you write for pages and pages in your diary if a day went just about fine.
That's what comes to mind for me.

Tolstoy was emphasizing the point that happy people know that there are things really not worth remembering, hence the hyperbole "no history."

I imagine all people atleast have some kind of history they can relate too. Aztecs have temples and statues. So do 3rd world countries.
