any examples of good governance but with flaws?

Any dictatorship is the most stable form of Government and the best form as long as the Dictator cares to keep those he rules alive and happy. The only problem is that if the people under a dictatorship become unhappy or they get tried of having no rights and being mindless slaves to there governments every will they overthrow whoever is in power effectively ruining all government. While yes a dictatorship gives you no rights or freedoms, it ensures you get all the niceties you need to live.

No system will be perfect, so it is rare that you will see governance without flaws.
