Am I drinking too much water?

My pulse is very high. I mean over 100 at rest. And my blood pressure is low. I heard that I need to be drinking one ounce of water per pound of weight per day in order to get my blood volume up. I weigh 116. I`m 18 years old. I have been drinking all this water, I just started this since last night. This didnt even come to my attention until a couple days ago when I tried to donate blood and they said I couldnt because my pulse was 135 and they took it again and it was 119. I wasnt nervous; I wanted to donate blood.

Do you think this will even help? My pulse does seem to not be quite as high as usual, but still pretty up there. Like 90s and upper 80s. I`m getting worried and thinking about seeing a doctor.

You are drinking way too much. The recommended amount is 64 ounces no matter what your weight is, the only time you should drink more is if you are in a very hot environment and sweating it out. Most of the water your body needs comes from the food you eat anyway. Cut your later intake back to 8 glasses a day or less. Your body may take some time to balance itself out. Talk to your doctor about the high pulse.
