How to adjust the alternator belt tension on a 2000 dodge neon?

I'm replacing the alternator belt on a 2000 dodge neon, and I'd like to know how to put the correct amount of tension on the new belt. I read the service manual for it and it says to use a special tool that measures frequency and pluck the belt a couple of times and adjust until the frequency reaches 224-252 Hz.

I obviouslly don't have anything capable of measuring frequency so I was just wondering how I can tell if the belt is tightened up properly?

    Tighten the shiit out of it. Serpentine belts make noise unless really tight. You should hardly be able to twist it 90 degrees.
