www.cic.gc.ca is the site with all of our immigration info. He will need to apply for an immigration visa and the process and costs are listed on the site.

Randy B has the best advice. It sounds like he is a citizen of Mexico, so first he'll need to have the paperwork to prove that. Then for immigration, he'll need to follow the rules set forth by immigration Canada. It could be easier for him than to try to become legal in the US.

I have no idea of the cost, as I am now a citizen of both Canada and the USA and have no legal problems living in either country.

Source(s): I'm Canadian by birth (born and raised in Toronto) and have been living in the USA for 15 years. I'm planning now to finally move back.

your friend must have legal status in the country he is living in when applying for a Canadian visa so he will have to go back to Mexico to apply.

to immigrate to Canada you must have work skills that Canada needs and you will need around 10,000 dollars for immigration fees and money to live on while you try to find work

From Mexico he'll need a passport and a visa to visit Canada.
