Yeah... I'm assuming you're over 18. Unfortunately, unless you wanna get into statutory rape (which would make getting a virgin so easy and so bad), you have slim chances anywhere you go. At colleges would be my best bet, but the girls you're looking for will always have a reason why they are a virgin (most likely because they aren't attractive or are saving themselves for marriage in which case you wouldn't be able to have sex with them). Gotta say i'm in the same predicament, but that's life. Honestly, some girls are good, some aren't. That's just life. Virgins are possibly tighter, but normally simply just less experienced.
