Turn your key to the on position, all of the warning lights should come on,if the check engine light doesn't come on then the previous owner (or someone) has disabled the light.Depending on what is specifically wrong with the evap system it could be a couple hundred bucks to fix.Get an estimate then weigh the options of weather you want to fix the truck or go back and get your money back
YA won't let me respond to your message, problem with the subject line, but here's my response
Well the only way to prove that someone disabled the light would be to pull the instrument cluster and see if someone removed the bulb or it may just be burnt out if he drove around for a long time with it on.The only thing to do if he refuses to give the money back is to take him to court.I think you would be better off fixing the truck, you know it's a good vehicle except for that one problem and even if he gives your money back with no hassle that puts you back looking for another car and who knows what problems that one may have. Most shops will do pre purchase inspections so you know what you're getting into before you buy but it's a little late for that now.Wish I could help more but you're kinda stuck
BTW I've had my 99 ranger for 10 years before that a 90 ranger both great trucks not a bit of trouble

Yes it sounds like the previous owner removed the MIL lamp or it burned out (the MIL should illuminate with KOEO (key on engine off) If it does not, the lamp should be checked. Emission waivers are not granted until a certain dollar amount has been reached to attempt to repair the problem! Also the most common things in the EVAP system ( even though you failed to provide the engine option of your vehicle (ie 2.4,3.0,4.0) to malfunction are 1.The purge flow sensor and 2. the purge control valve/solenoid. Although instead of just throwing parts at the vehicle you should you should take it to a reputable shop where you can have it properly diagnosed (not auto zone all they do is read codes, They cannot view datastream which is necessary to properly diagnose a vehicle!)

You need to enlist the help of a good shop. I believe the fuel gauge had a recall from Ford. THAT you can check at a dealer. But, resetting the CE light won't help. A code scanner will show the emissions monitors are not ready. That will certainly Fail you!

Ask the vehicle emissions test station whether you can get an exemption from having to pass the test after your car is old enough or if your it is owned by a senior citizen (like your parents or grandparents). Next time always have the vehicle inspected first before you buy it.
