Are there any programs that you can download for free that are like photoshop?

Update:

I need something where you can take a couple pictures and cut them then put them together to look like one?

    I can't think of any to download, but there are free programs online like picresize (not just for resizing) and even Photobucket has an editing feature. Probably not as good as the ones you can download, but I use them and am pretty satisfied. :)
