It all depends on how the dog was raised. If they weren't raised around children or socialized at all, then no they wouldn't be good with children. If they were raised around them then they will have no problems with children.

Part of it is definitely how well they are socialized but the other part is their size. Because they are small they can be easily injured by a child and if they are in pain or frightened they are likely to bite. The long fur can also be a temptation for a young child to pull.

not true really because i have a neighbor who has one and hes the sweetest little thing but sometimes they turn out mean just depends on the owner and the way the dog is treated

I don't think any toy breed dog belongs in a household with YOUNG children (under 10), and definitely no babies/infants.
I wouldn't say that they aren't friendly, its just that most of them seem to have a very low tolerance for fingers poking at them,loud noises/crying,constantly being picked up,etc etc.
