Why do electronic jamming pods have little propellers on them?
Why do ECM Pods, like those carried on an F/A 18, have the little propellers on them?

Because the unit requires so much power to operate that the aircraft can't fully supply it. The propeller is connected to an internal generator that produces the power needed to run the jamming equipment in the pod.

It is part of the Ram Air Turbine (RAT) to generate power for the ALQ-99.
