A graffiti remover...these are actually made to remove ink.
The only graffiti remover I can vouch for is Krud Kutter Graffiti Remover, since it is the only one I have ever used personally.
What did not work for me: Hair Spray, Rubbing Alcohol, Nail Polish Remover, Mr. Clean Magic Eraser, Hand Sanitizer, and even WD-40. But the Krud Kutter did work.
Spray Krud Kutter onto the ink marks. Rub gently and let sit for about 10 minutes. Then launder as usual.
Krud Kutter is specifically made to remove ink, so it actually works. It's a little pricey, but you'll be surprised how often you use it.
You can buy Krud Kutter Graffiti Remover at Target, Home Depot, and most hardware stores.

Any aerosol hair spray will work. Just put some paper towels underneath the spot spray it with the hairspray and blot it off with another paper towel on top. Repeat as needed then wash the garment to get the hairspray out. Just be sure it's an aerosol hairspray not a pump spray.

I used to use hairspray or rubbing alcohol and dab it with a cloth and keep trying , then wash it in warm water
