How should I list work experience on my resume?

I am trying to make my resume, and I'm not sure how I should list my work experience. So from 2003-2007 I worked at a restaurant full time. This is where most of my experience comes from. I was promoted to a trainer after one year, cashier experience, etc. I quit that job and went back to school. After a couple years, I went back to work there part time. Since I have come back, I don't have any of the responsiblity as I did when I worked there before and management is different. How do I put this on my resume? Since I'm currently at this job do I list it as 2009-present, 2003-2007? Also, do I need to distinguish the skills by the years I worked there?

    I would list it as 2003-2007 - 2009 to present for the sake of accuracy.

    I would not separate the skills since once you learned them and have practiced them they remain with you.
