What is FISCAL RESPONSIBILITY?

How do we judge a president's ability to balance the many considerations of the immediate needs of business and citizens, with the long term welfare of the country. So what is Fiscal Responsibility? Does the definition differ between the major political parties?

    here's something to help you understand how the "president" works/thinks (hahaha, thinks!)

    anyway, he said that he would actually lower taxes for 95% of americans when 30% don't even pay taxes. he has a limited understanding of economics and the english language.

    fiscal responsibility means spending government money on only the basic government programs. not health care reform or pelosi's jet .
