Is it fair and legal for the peoples representatives in India to stall the proceedings of Parliament?
The recent happenings in Lok Sabha and Rajya Sabha is really a happening fit be comprehended as atrocity on the democratic norms.
Are they not responsible to be dealt within the legal perspectives already available - though copied from the earlier British raj, without applying any mind for its applicability and causes- for their misbehaviours and punishable, atleast within the purview of the service rules, if any on the one and only one reason that they are on the pay-roll of the government, enjoying exhorbitant salary - decided at their own whims and fancies.

They are not often fair at all. But the pressure brought on govt is not illegal or unconventional.
Every party when they are in opposition, has to fight to have its demands conceded this way, unfortunate of course! The ruling party should not also be adamant with its stand in every critical issue and better fulfill opposition demands wherever possible.
What if JPC is allowed? It would end up in greater exposure of the details of the scam since this body - unlike the PAC - is empowered to examine witnesses and act like a judicial forum! But as some people say, the JPC had not always used its powers properly to give full and meaningful exposes in the past! But now that the opposition are much united on this issue, govt is hesitating to yield, since any sensitive revelations made by it, may have impact on the vote banks!
So the stalling of the parliament proceedings is not just due to demands of opposition but due to adamant stand of ruling group as well! Both are to blame! Now who would you like to punish? It is just a matter of choice, pro rulers would blame opposition and vice versa!

If the matter demands public outcry like the present one when you have series of corruption cases one after another, no matter how it looks from outside, it is the duty of the strong opposition to force the government to bring the JPC or whatever so as to bring the culprits to book.

They are not full Representative of the Pepee. only 50% vote and out of which one who gets 26% becomes an MP so he does not represent 75% of the people .Hisresponsibilityt is only 25%

"for peoples representatives every thing is legal" and that's the way, they act on. Not to forget that we elected them
