Dear 4: Some states run this differently. If a property owner does not pay the property tax on land or a residential parcel, the county posts a list of all delinquent properties. This happens normally once a year. Interested parties are allowed to bid on these properties to pay the delinquent taxes. Not to actually own the properties but pay the tax. You then hold a lien on the property and it can not be sold until you are paid for the back taxes plus INTEREST sometimes a very high rate. I was involved in NJ and received 18% interest for many tax liens I held.
After several years you have a right to foreclose on the property but the owner can redeem the delinquent parcel and maintain ownership. This varies from state and to learn the in's and outs you should visit your local tax assessor's office and ask for info on tax liens.
Contrary to many there is no auction of the delinquent properties unless no one bids on the tax liens and the county actually takes possession of the parcels - very rare unless it is a depressed piece of land or a home in bad condition.
Money can be made and a lot of liens are grabbed by companies who specialize in this process.

the county will seize the property for unpaid taxes
they will then put the property on the auction block and the highest bidder will eventually be able to claim the property after the property owner has been given the opportunity to pay the back taxe
if they fail the highest bidder takes possession of the property, hopefully the bid is enough to pay off the loan besides paying the delinquent taxes

Once a tax bill is delinquent, an execution notice is issued upon the property for which the tax bill is assessed. If the tax bill still remains unpaid thirty days after the execution notice is mailed, a Notice of Seizure is issued upon the property. It is auctioned off at the county courthouse on a set certain day.

land being sold for back taxes. land tax has not been paid, has been repoed, and being sold for the back taxes due.
