    Nope. It isn't waterproof, but neither is friction tape or rubber electrician's tape.

    trouble as in against code? yes. trouble as in a fire hazard? yes. if it a appliance, lamp, power tool etc replace the cord. if it is your homes electrical system put in a junction box and splice the wires using wire nuts then install a junction box cover.

    not at all, as long as it is in the proper junction box.
