Interesting question. I think it can mean different things in different contexts.

Sometimes it means to be hit on the head (until your ears ring)

In a few songs, it has sexual connotations (to bring someone to climax)

It could mean to call someone on the phone, or ring their doorbell.

It could be used like "push my buttons," to indicate attempts to annoy (but I haven't really heard it used this way)

Examine the context in which you're hearing the phrase, and see which of the above makes sense.

"Ring someone's bell" means you make someone like you in a romantic way.

    ring a bell:

Fig. [for something] to cause someone to remember something or for it to seem familiar. I've never met John Franklin, but his name rings a bell. Whenever I see a bee, it rings a bell. I remember when I was stung by one.

"ring my bell".. phone me, ring my doorbell, contact me.

"rattle someones chain"... to really annoy or provoke them.

That can mean visit me, but I find "warn me" more appropriate
