When America makes biological weapons do they also create a cure for each one just in case of an outbreak?

I thought about this question while watching the Crazies, where an American manufactured biological weapon-virus accidentally gets exposed to a small town when a plane carrying the agent crashes in their river. If America created such a weapon would they not also simultaneously create a cure for the specific virus?

The US abandoned our biological weapons program and destroyed all of of our BW stocks almost 40 years ago. As a result your question is a moot point.

Back when major countries maintained BW programs the focus was on diseases that would create 'self contained' epidemics. An example is anthrax which does not spread from person to person.

Knowing us, no way. We'd try to scramble for a vaccine if an outbreak ever happened unless the purpose of the virus was to use it and extort money out of some place for the cure.
