Hi there Debbie two things if cable is sticking here the release handle is try putting vice grips or pliers on cable itself and giving it a good tug i am sure someone will be able to do it for you secondly if someone can put their arm from under car up under bonnet between radiator and exhaust there is a cover take off cover and you will be able to see release catch,
as to not starting it could be the immobiliser check your manual and it will tell you how to reset. rovers were usually reset with central locking key in lock so many times to left and so many times to right.
if ok check your oil is on the mark as sometimes thee is a pressure switch for oil on side of engine block and if not enough pressure the car will not start.

relies upon on how robotically vulnerable you're... this would be one for an surely mechanic. the two contained in direction of the grill... or from below the vehicle... you will could manually launch the latch by making use of removing, and pulling the cable by making use of hand or with some pliers, which would be a soreness interior the butt, yet there is not any incorrect way. - good success!
