My family and I are travelling to Orlando Florida this summer and my MIL wants to do if she can use her Bank of Montreal debit card at restaurants and stores.

Yes, you will have no problem using your debit card. I use my debit card in Canada all the time

Most of the bank debit cards can be used anywhere in the world. The best thing that I have seen is that the transaction rate is much better. That's why whenever I travel to any country, I prefer to use my card rather than money exchange.
You can also withdraw money from any ATM machine with standard charge (which is normally not much). Of course the cash that you will withdraw will come in local currency.
Cheers!
