    I think number one would be grammatically correct. For one, when you say it aloud, it sounds clearer and better. Second, "people" is plural in this situation since you have the adjective "a lot" used.

    Are goes with the plural. A lot of people is more than one person. If it were one person then you could say that a person is stupid. You wouldn't say a person are stupid.
