Why would Japanese refugees go to Canada? First of all, they are unlikely to need to send Japanese citizens outside of Japanese soil. They have many internally displaced persons, but they have the infrastructure to handle them appropriately and are unlikely to have a significant number of refugees going abroad. If they did, they've got a number of more convenient geographic and cultural locations than Canada, including South Korea, Hawaii, Hong Kong, Taiwan, the Philippines, Indonesia, and Malaysia. I'm sure Canada is helping, though Japan has asked for far less aid than has been offered. I'm also sure that Japan would appreciate the offer. But I don't think there will be a need for that particular type of help.
Vancouver is 7500 km from Tokyo. Even parts of Australia are closer. South Korea is the closest geographic neighbor (less than 100km at their closest point, about 1100km between their capitals), the closest cultural neighbor, and a wealthy country capable of taking in refugees. If Japan needs to send people abroad, they are the most likely option.
EDIT: Now that a lot of people are leaving Tokyo, a city of 13 million, there will be refugees everywhere. I doubt many will go all the way to Canada, but perhaps a few.

Japan is a very high country, they can hopefully take care of themselves after their devastation.
If Canada did take Japanese refugees, it would be great since they are well educated, etc..

yes.welcome japanese to canada. every good japanese parents should think about kids safety. come to canada. canada is the best place to live. canadian are very nice people. canada is1st choice to go. i am canadian. i am glad to help japanese children out of trouble.

I think the Japanese are well able to look after their own. And I doubt if they would want to leave Japan anyway.
