Is there an arsenal license law restricting the amount of guns and ammo you can have?
I'm a criminal justice major and in one of my classes we had a discussion on if there is a limit on the amount of firearms and ammo you can have. I know there was some legislation floating around a few years a go that required you to get an arsenal license if you own more that 20 firearms and/or over 1000 rounds of ammo. Did that ever pass? Are there any real restrictions on the amount of firearms/ammo that you can own?

There is no arsenal license. There was never any legislature introduced to require an arsenal license.
Does your criminal justice class include any comprehensive study of our nations 2nd amendment? If not, it should, if it does, refer to the 2nd amendment for answers to questions like these.
1000 rounds of ammo is nothing. two bulk packs of 22LR from walmart is 1100 rounds. That's a weekend of shooting.

Arsenal--another buzz word the media has ruined, An arsenal is a building that manufactures weapons, not in a house--The cops use it in the reports, and 50 guns is not many for a person to have-5000 isn't either--legal law abiding people can have a 1000 guns, and I know some that do.

There's no such thing as an arsenal license. There are Federal laws governing the storage of large amounts of black powder, as BP is considered an explosive. BP may not be stored in a residence, but amounts up to 50 pounds may be stored in a garage, storage shed, etc. without a license.
Smokeless powders are considered propellants, and not explosives, and no special permit or license is needed for their storage.
Some localities have put limits on the number of guns a person could have in their posession, but as far as I know, all such laws have been invalidated when challenged in Federal courts under the preemption of the Second Amendment.
Of course, a Federal prosecutor could conceivably make the case that a very large quantity of smokeless powder or weapons was intended for other uses. But the letter of the law specifically exempts smokeless powder from the storage requirements for explosives.

No, there are not.
1000 rounds of ammo was barely enough to get me through two days of Thunder Ranch practical rifle; and ammo is best bought by the 3.4 ton pickup truck load.
My armory (an arsenal is a place where guns are made or repaired, and armory is where they are stored) is quite modest compared to some, but still enough to give Pete Shields and Paul Helmke palpitations.

Up until a few years ago, BP was ALSO considered a propellant, although it DID have specific storage requirements IF you had more than 50 lbs.
