propagate pine tree from cone?

It takes many, many, many yrs. for pine trees to grow. Your best bet is to try to transplant seedlings from other areas, like the woods- or buy some already started. Plant them in acidic soil with plenty of mulch or they won't make it.

Step one is to determine the exact species of pines that you have. There are thousands of species in the Pinus genus. Many pines propagate in different ways. Some cones are never fertilized, others do need heat like in a fire, some need water from a monsoon season, some need to be frozen, some need the seeds removed, and digested by mammals or birds etc, etc.... It is useless to try until you know what pines are there, and how their breeding cycle occurs. there is a high chance that they are non native pines and an insect or animal is missing from the fertilization process, or an element is missing from the germination process. most landscape pines are foreign transplants. sorry I wasn't more helpful, but why lead you on? If the cones have fallen then they probably have no seeds in them. You need to pick the cones before they open, before the birds pry them open so you can get the seeds. An alternative is to go to a nursery that specializes in tree seedlings. If they are only about a year old they are quite inexpensive.
