All of a sudden, my male rats are having issues.?

The younger male started screeching, and lunge attacking, not just towards his cage mate, but towards me. He even screeches while he is alone. He is chasing his tail, at times. He is very jumpy now too, everything seems to startle him. Up till yesterday, he was sweet towards me all the time, and mostly with his cage mate, other than the usual play fighting, and dominance issues, that never went far.

I have done some searches, but so far I am not finding the combination of symptoms, anyone have an idea?

I've had rats as pets for years, and never before, with any kind of illness, have I seen this abrupt change in behavior.

Update:

Ok, so I have noticed that he has been chewing on his tail, and it looks a little raw. I have tried to examine it a little closer, but he won't even let me pick him up now.I thought maybe he had something on it, and thought a bath might help, but I cannot get him out. His appetite has dropped too.

    Could be stress or he has decided he is the boss/Dominant male
