My house smells like Cat Pee when it rains b/c the lady we bought it from is one of "those" people.?

We had the floors replaced and wanted them to replace the subfloors too, but the installer said that he'd cover it with Kilz and it would be just as good. But you know what? It's not. My wife says the dining room smells like a litter box every time it rains.

What can we do at this point to actually eliminate the smell, short of ripping up the floor and replacing it all again?

The answer depends on what kind of floor was installed in the dining room. Having had this problem, the room is probably no longer suitable for a permeable floor like real wood. Even a floating laminate floor with lots of seams and no glue barrier may allow some odors through.

Assuming you put down a floor that isn't allowing air passage through, the installer is partly right, but didn't go far enough.

    1) Go into the basement and paint the underside of the subfloor with Kilz, too.

    2) Caulk the joint between the floor and the baseboard, then between the baseboard and the wall

    3) Kilz the baseboards and the walls

    4) Paint the room

That won't eliminate the smell, but it will help encapsulate it.
