What does a car cost if you don't intend to drive it?

I am asking this question because, I can sympathize with people who are unable to pay rent, but I cannot for people who cannot buy a car to live in.

A car is not ideal ,and certainly not comfortable, but it sure beats a box or a roofless bench.

If you don't intend to drive your car and only use it as shelter, is there any reason it would cost you anything but $1,000?

If you decide to register, insure, it's at most $300 a year, and pay gas as you go, right?

I can fully understand a person who does not have a job, is unable to pay $1000 for his rent. But is there any excuse he cannot own a $1000 vehicle before he's evicted? (Don't bother telling me your car can't fit your belongings, because your shopping cart and park bench can't either)

Update:

"just filed for bankruptcy, or have crazy medical expenses or student loans or credit card bills"

...Are not only avoidable. it's further proof that a person wasn't otherwise perfect. In other words, he cannot blame his situation on either the economy or his loss of job, as he has more than enough other bills and expenses he wasted money on.

It is, no longer the fault of rising rent costs, or lower employment, but much of his own irresponsible spending, isn't it?

Depends where you're starting from. $1000 can be an impossible amount to scrape together when you've just filed for bankruptcy, or have crazy medical expenses or student loans or credit card bills (yes, two of those could have been avoided, technically), and have no friends or family who could lend that amount. If your car gets taken away due to your financial problems, it can be impossible to get together even a few hundred for a new one, unless you have a friend who'll lend you money. But by that point you may not have any friends, or they may not be willing/able to lend you anything since you probably asked them before.
