Well it was to teach the words of Jesus, but it's gone through the worlds longest game of telephone, been altered by greedy kings, and has been mistranslated many times, so now it doesn't do as good as it use too.

Edit after additional details: Yeah It think the bible is supposed to help those. I don't' think it's was originally supposed to be controlling in a freedom taking sort of way, but to end violence.
