    Shy of means not quite reaching. She strove to meet or beat a 4 minute mile but fell shy of the mark. Almost but not quite there.

    (this did NOT happen, example only: The tall, young Olympian wanted to break Mark Spitz's gold medal record but fell shy of the mark.
