Should there be an alternative to penalty kicks?

This is just me here; I think penalty kicks are more luck than actual skill.

Other alternatives have been used before and they weren't very successful, The golden goal rule which was Introduced formally in 1992, the rule allows the team that scores the first goal during extra time to be declared the winner. The game finishes when a golden goal is scored. The rule was abandoned from the majority of FIFA authorized games in 2004. In the 2002 season UEFA introduced a new rule, the silver goal, to decide a competitive match. In extra time the team leading after the first fifteen minute half would win, but the game would no longer stop the instant a team scored. Competitions that operated extra time would be able to decide whether to use the golden goal, the silver goal, or neither procedure during extra time. After playing a 90 minutes game + 30 minutes extra time, most players get really tired so I personally think that penalties are the best way to end a match..

Every other alternatives have been tried and tested.

One on one with the goalkeeper was not a success. Goalkeepers keep fouling the players. And there was inconsistency on how long the player can hold the ball before shooting.

Kicks from outside the penalty area was suggested. But the keepers save it all the times.

Penalty kicks is the only way to go. Besides, After a 120 min stalemate, russian roulette is the best way to finish it.

I agree that ending a important game with penalty kicks isn't always fair and often the better team doesn't win. But I don't see any sort of alternative, you can't always play until someone scores with the little subs allowed and goals don't happen that often especially in close games, it isn't like hockey. I really wish there was another way. Maybe one day there will be.

There should definitely be an alternative. If it were up to me after overtime they would keep playing for a golden goal, one team will score eventually...

It takes skill to place the ball in a spot that a goalie could never reach.

That's exactly what I think. I think that if they are level after extra time, then they should just keep going until someone scores a goal. Or even just go back to having replays.

There shouldn't be. Luck is not all what it takes in PK. It needs mentality.
