Can dogs hear if a particular person is on the other end of the phone?
When my neighbour calls to ask if me and my dogs (2 cocker spaniels) would like to go for a walk, they start whining. A couple of weeks ago she called to say she was running half an hour late, they started to whine while she was on the phone and after we hung up it escalated until they were almost howling and this went on for half an hour. They only do it when she calls, so I assume they must be able to hear her voice. Is this possible?

My partners ex. has a really loud, whiny voice, when she calls him all my malamutes howl like a choir of shrill, demented wolves, it's very funny.
No one else gets that treatment, maybe they can sense evil lol

Dogs have acute hearing so yes your dogs could hear her on the phone, maybe they were whining because they couldn't see her and when they heard her voice they knew she would be coming to take them out.

Yes, their hearing is very sensitive. Especially to high pitch noises. That is why I never play loud music in the house, because it is far too loud for them to handle.

I don't think so, but nothing is impossible with dogs. :)
