It is a skin disorder, not uncommon.Go to a dermatologist or even a family doctor, it is pretty easy to diagnose and easy to treat.I have seen it at work and it is nothing to get excited about. He may have to stay out of the sun unless he has a shirt on.My brother has this and my mom was she was alive, if nothing else they learned not to sit in the sun without a hat and/or shirt on.Good luck and don't worry mom.

You can visit a dermatologist to identify the problem. To me, it sounds like ringworm. To save money, buy the foot fungus spray Tinactin and spray it on his back 2x a day. If it goes away, it was just a fungus. It is very common.
