can a French-speaking Canadian help me with this site, si vous plait?

This young woman has my late mother's name, both first AND last names. I think there are less than 10 people in the US with the same last name. I was looking to see if someone might be using her identity (again) and this site popped up.

I was astounded and curious. I asked on Y!A France about contacting her, but did not put in the site. They directed me to French White Pages (?). I went back to the original site that I had found, but I have no idea what this site is - can anyone help?

BTW - I am old enough to be her mother - as I think those are dates that she attended university.
