The whole book is about the Chosen ones The called , The blessed , The elect

In the book of Deuteronomy, the blessed people were the Israelites and they were blessed as long as they obeyed God. When they disobeyed they were punished. God's promise to Abraham was that in his due time, all nations would be blessed, not just the nation of Israel. The blessings would come through the promised Messiah, Jesus Christ, who is now a reigning King in heaven. Matthew 5:3-5 speaks about those who are blessed, including us today.

Actually in the Book of Deuteronomy, God set before the children of Israel the blessing and the curse. The blessing for obedience to the law; the curse for disobedience.

People who believe in God and follow his commandments.
However, God's chosen people was Israel in the Old Testament, today, many people still believe that Israel is God's chosen people, although, this is not true. When Jesus Christ died for our sins and was resurrected, the free gift of life (Heaven) was made available to all that believe in him.
So, the blessed people today or God's chosen people today, is anyone who believes in Jesus Christ and follows his commandments.

The blessed people are those those who worship God and live by the Torah regardless of what religion they are from
