If a parent that has two kids that are being raised by there grand parents passes away at 31?

the kids would get social security survivor benefits I do not think that the grand parent's adopted them they jest took custody as the son didn't want them any more (drugs) would the two kids benefits be calculated on the dad who passed aways past income history or is their a set amount as the dad never worked much and his girl friend didn't ether.
