Not all of them believe it. That's why they call it "theory". But some are in it just for the money.
The majority of conspiracy theories start with a question that is rarely asked and never explained properly. It starts with a question, and then the theorist has to go "explore the world" for an answer that suits him/her.
Most people tend to gloss over what they don't know or what is unexplained. Conspiracy theorists say "wait a minute, that doesn't make sense. I wonder why that happened"
The most recent one was Barak Obama's birth certificate. There was a theory that it did not exist. It remains unexplained why it took so long to find it. But for a while, many people believed that it was a cover-up for an illegitimate presidency.
Older theories include the faking of the moon landing, JFK's actual killers, the bombing of the Twin Towers, etc.
It is quite possible to come up with a theory without believing it. A conspiracy theory is just a possible story based on certain things that happened in a certain order, combined with a certain group or individual's possible motive to conceal the progression.
Until it is properly disproven,(not just disagreed with) it is just a possible story for what may have happened. It may not be true, but it is possible and not yet proven to be untrue.
The conspiracy theorists are not so much saying "this theory is true". It's more like they are saying, "if this theory isn't true, then why did all this weird stuff happen?"
All you need for a conspiracy theory is a bunch of events in chronological order. When all of these events are true but unexplained, odd, or for some reason have no leads, they just connect the dots and come up with a possible story line.
Most people ignore events that don't make sense. Theorists connect those events to other events that don't make sense, and as they are combined, they actually start to look like they make sense.
Example:
If my window breaks, and at the same time, a guy across the street has his cereal bowl fall off his table, a conspiracy theorist will conclude that, since there is a military base nearby, they were probably testing top-secret earthquake ray-guns.
I can't disprove it. And at the same time, nobody else has taken any time to counter-explain the phenomena of the broken glass and dropped cereal. Now a following of believers has started.
Conspiracy theorists thrive because the average reporting machines do not like to take any time pursuing things that don't make sense.
If there is an individual or group that benefits from this possible storyline, then the conspiracy theory really takes form.
It is no different than a prosecutor trying to convict someone based only on circumstantial evidence. The prosecutor looks at all the stuff, and tries to make a story based on the stuff he found, including any odd behavior of the defendant. He hasn't any proof, but can still develop a story that will take a lot of difficulty to disprove, even though it is completely made up.
Many conspiracy theories are debunked. But sometimes you need to have the theory in the first place or the subject matter just never gets discussed at all.
For many conspiracy theorists, it is not so much that they believe the theory, but more so that they don't understand why, if their story is so ridiculous, is nobody is proving them wrong.
But the rest are just in it for the money.

Sometimes I think they do it just to be ******* annoying. Scientists have become so skeptical, they don't beleive in anything! It's not the fame or money, they think everything is a lie, they think the government is trying to scare everybody, or come up with reasons to go into war with other people. They think the government purposely blew up the twin tours just so they could get into a war. Come one man.... they also think the Holocaust was a conspiracy.... wtf?!?!?!

Some of the things they talk about are genuinely mysterious, others do it for a hobby/interest/belief others do profit from it.
