Do I have to have a room thermostat?

I rent a flat and last year I spent a lot of money on gas to heat it up. The combi boiler has controls on it to regulate the temp of the water or the radiatiors but it is either an on or off situation as there is no room thermostat. I have asked the landlord to install one but he is not very forthcoming. The radiators do not have thermostat controls either. Is it part of building regs or something to have them installed?

    Under approved document L guidance for heating systems

    On all new and replacement systems of heating in any domestic building requires (since 2010) that it be split in two two heating zones with one zone having as a minimum independent temperature and timing controls, and the second zone having as a minimum heating temperture control.

    In essance it breaks down to living areas being timed and heat controlled and none living areas (like bedrooms) having temperature controls only. The way of meeting these requirements is to install thermostatic radiator valves on all radiators and in the living area zone a room thermostat, and timer/programmer and the non-living areas have just the TRV's.

    The boiler has a thermostat inside it, detecting the heat of the returning water. If it is coming back without losing much heat, it shows the flat is already hot enough and, if it is set properly, should stop heating water for the central heating system. It is not as good as using a room thermostat that detects the actual temperature of the main living space (people do put them elsewhere but it is best to put them where they matter most) or thermostatic radiator valves (TRVs). A room stat will only do what the boiler's own stat does - turn the heating on or off. I do not know of a regulation requiring the installation of a room stat or TRVs.

    In short only new installs should have a thermostat installed.

    However as a gas installed you can't force anyone to pay for anything it is their house at the end

    of the day.

    Fitting a wall thermostat is straightforward to an existing system.
