Driving without a license. Having your "license" suspended(as in you can't even apply for your permit) usually until 18. Fines. Could have the car impounded, which means that someone will be paying impound fees.

Driving without a license? A fine of several thousand dollars, most likely. And since they're underage, probably impounding of the car and holding the teenager until the parents come to pick them up.
