Proof of residency for Ca handgun safety certificate.?

Well in order to buy a handgun in Ca you need to provide proof of residency such as utility bills or vehicle registration in addition to your Drivers license or State ID. Since I do not have any utility bills or cars under my name, can I use my college tuition statement? Is this a valid proof of residency? Its a state issued document right?

Update:

I'm a California resident and I have a drivers license.

I just need secondary documentation aside from my drivers license to prove I live where I live.

Also I own many long guns already I just turned 21 and want my HSC.

Update 2:

I live with my parent and I go to a junior college so that's why I don't have any utility bills. Also the cars are not under my name.

I'm shipping to boot camp in February for the Marines and I just wanted to buy my first handgun before I leave.

    Are you a kalifornistan resident or going to college and am from another state?

    So you do not have utility bills, a car or even a drivers license? Yet you are going to college. Something doesn't add up here. Do you even have a permanent address or are you homeless? You can go and get a state ID, its not that hard.

    You do not need the secondary proof to get the HSC, just to take home your gun. The State has some info here on what is acceptable

    Arrow Maker, a SECONDARY proof of residency is required to get a handgun in Kalifornia. A drivers license by itself is not enough.

    A lease agreement is an acceptable secondary documentation of residence--so take the lease agreement you have with your parents with you. A passport does too. I you own a car and it is registered in your name your registration is also proof of residency. The dealer can probably help you with suggestions--some are a bit less "strict' than others (according to rumor).

    college tuition statements are not accepted as proof of residency.

    you're like me, unless you can get yourself a 03 FFL ($35, lasts 3 years, acceptable as secondary proof of residency), California will deny your right to own any kind of gun. (apparently after age 21 you will also need secondary proof of residency to buy new guns of any kind).

    Source(s): I don't have bills or anything or the sort either, and rather spend hundreds of dollars meeting this ridiculous requirement (California says: "guns are for the rich, poor people can't own guns"), I got myself a 03FFL. Its also a plus if you might buy a Curio & Relic long gun sometime, it'll save you 50+ bucks, 10 day wait, and hassle of finding a cheap FFL to transfer the gun. the 03FFL meets the 2ndary proof of residency by: - issued by the state or federal government - does have an expiration date - has your current residency address however a 03FFL has very little use in California, without an expensive California COE ($97/yr) it doesn't have any kind of FFL status to it in California, unless you buy a long gun out of state California will not recognize the FFL.

    Have one bill put in your name, the cable bill, phone, water, you get the basic idea here. When I got my hand gun at age 18 in 1967 the STATE POLICE in New Jersey Had to investigate me and I was issued a purchase permit for one hand gun. Each time I want another hand gun I have to obtain another permit to purchases and it does cost money to do it. I would put the phone or computer service in my name if I were you and get my gun.

    you can have your parents write up a residency contract with dates of occupation of their house, that will suffice as does official government mail, like a jury summons.

    Use your CA I.D. card or drivers license, you do not need utility bills unless you do not have either of these.
