Tone up before or after weight loss?

I'm planning to lose weight (properly stick to it this time) but is it better to tone your stomach up before you lose weight, or after because you get left with all that saggy skin.

    Do both at the same time.

    It is much harder to add lean muscle tissue than it is to lose stored body fat. Doing both at the same time will help you reach your goal sooner. Plus the exercise to tone muscle burns more calories during the day.
