Hi,
I am working on a scholl project and I need to translate the sentence in French.
I speak perfect French, so I just really need to understand the meaning of the expression.

I'm not sure if you know French slang (my apologies if you are French), but the sentence means teens are using drugs to "planer"; 'planer' would be, I think, the French equivalent of 'turn on'.

Generally, a "turn on" is something that makes you feel amorous.
Examples: "The smell of his cologne turned me on." or "His turn ons include long hair and full lips."
When using "turning on" with drugs, though, it's just another way to describe using them - like "getting high."

Depends on the sentence format you use it in. I guess in that sentence it means they started really liking them, so they use them more.
