There are quite a few local authorities in south east England. First of all , find the local council that you will have the event (no use going to any council). You will then have to give them plenty of notice because (I think!) , they have to apply for one on your behalf to the local magistrates court for the 'occasional licence'. As you will be the licencee , you will be held responsible for your clients drinking too much and causing mayhem.

You won't get a 24 hour licence to serve alcohol. There is no such arrangement. You can however get an event licence provided all the criteria is met, including having someone with a current personal licence who will act as Designated Premises Supervisor. You need to give as much notice as possible, absolute minimum is 72 hours. Prices vary from council to council but I think you'll probably be looking at between 50 and 100 quid all in.

I does depend on the function, of course as to what you need.
You only need a licence if you intend to sell the drink - if you give it away then there are no licencing requirements. I have been to events where they have a free bar and a "voluntary" collection box into which people are supposed to drop what they consider the drink to be worth. I would imagine that, providing you don't show any prices, you would get away with that.
Otherwise I reckon that Navi's suggestion is probably the best - get a local licenced supplier - typically a publican, to do the job for you.

You would have to apply to your Local Council for a licence. This in turn would have to go before the police for character references. The venus where you wish to serve drinks would have to be approved etc etc etc. It will be much cheaper if you employ a pub or someone with such a licence to do it for you. Only down side is of course you would be on pub prices.
