    Just like with Lucky ☆ Star.

    You pronounce it Lucky Star.

    Not Lucky Star Star.

    The Japanese really like their emoticons. That's why so many titles have random Unicodes in them. It makes the series more ~~~~awesome~~~~. Just like random English words in anime openings even though the singers don't speak a word of English.

    You just say 'Black Rock Shooter', like in english, ignoring the silly star which cannot be pronounced.

    The japanese transliteration is apparently 'Burakku Rokku Shuuta'.

    Just as 'Black Rock Shooter', the star is just for stylistic purposes, your not meant to factor it into the name.
