Astro Boy has a limited power supply that drains as he uses his 100,000 horse power and power of flight, X has a power supply that lasts over 100 years, so if X manages to drag out the fight and not let Astro Boy anywhere near him he can win. Astro however can use his 1000x hearing to find X and his speed and strength wouldn't allow X to get very far once Astro gets him in his sights.

Astro has fought scores of powerful robots, even X in his Ultimate Armor wouldn't be much of a challenge. But, like a similar answer I gave to an Astro Boy vs Mega Man question, if X uses all his powers correctly (every weapon from every Maverick) he can win.

Zero vs Atlas would be an interesting match. I'm thinking of 80's anime Atlas for this match (not original manga or 2003 anime Atlas), this Atlas I know has all of Astro's powers but also an Omega Factor, which frees him from the laws of robotics and morality that Atlas believes prohibits Astro from living up to his full potential, not to mention a powerful weapon and robot steed. He also has a perfected upgraded body with other powers that makes him slightly more powerful than Astro.

Atlas would rain thunder from above making Zero dash around until Atlas grows tired of missing, then he'd dismount his horse and face Zero one-on-one on the ground. Zero has his Z-Buster and Z-Saber but Atlas has all of Astro's powers (lasers, machine gun in butt, flight, etc.) plus others he keeps secret, not to mention a lance he likely knows how to use. Atlas would toy with Zero at first, then as Zero unleashes his potential Atlas would unleashing more of his power until both combatants are equal. Atlas however has much more power inside, and would keep going as long as Zero lasts. When he grows tired of this charade and sees the limits of Zero's power he'd call off the fight and mount his horse. Both are damaged, Atlas slightly less so, but spares Zero sensing there is more to him than that. If Atlas knew about the Zero virus that can make Zero the strongest in the world he'd allow Zero to purify his body with it before considering another match. As it is, Atlas craves a worthy fighter and will continue to wait in his crystal space fortress.

Zero meets up with X, asking him what happened with the boy robot. X says they could both sense the good in eachother and Their unlimited potential, then apologized for the scuffle and made friends. Had Atlas decided to continue to disembowel Zero then they would have stepped in to save him, but X knew Zero wouldn't allow it and Atlas would momentarily hesitate to go through Astro, giving X enough time to save him anyway. The Maverick hunters decide to keep this little episode to themselves, no one would believe them anyway
