How do I overclock an Intel i7 2700K cpu?

Ok basically I went into my BIOS and changed my cpu fixed ratio to 24 and turned my clock speed up to 200. After I start my computer and use Realtemp/prime 95 my cpu will only hit 3492. It will not go any higher but when I run this test on default settings my cpu will go up to 3.6 easily. Is there something I am doing wrong because I have heard of people getting up to 5 GHz off of this cpu unit.

Cpu:

Intel i7 2700K CPU @ 3.5GHz (turbo mode 3.9GHz)

Codename: Sand Bridge, Max TDP:95 W, Sockett 1155LGA

Update:

I can only set my cpu fixed ratio to a maximum of 39 which is the maximum in turbo mode. I though I would be able to lower the ratio and increase clock speed to get boosted GHz. Such as cpu fixed ratio of 25 x 200 cpu clock speed= 4.5 GHz or am I doing the wrong math. If so than I guess I am only allowed to maximize my cpu to 3.9 GHz which is already the default maximum.

Update 2:

Update 3:

Well let me give a list of all my specs:

Intel Core i7 Quad Core 2700K 3.5GHz (3.9GHz Turbo Mode, 8MB Smart Cache, LGA 1155)

MB-BITP67B+ (P67 Chipset/16GB DDR3/2-PCI-E x16/USB 3.0/Crossfire/1155 Socket)

16 GB (4GBx4) DDR3-1600MHz Memory Module (OCZ or Major Brand)

ATI Radeon HD 6970 2GB 256-bit GDDR5 Crossfire Video Card

You're doing it wrong. Leave the baseclock at 100 and adjust the multiplier.

First off just because someone else hit 5GHz does not mean you will, every CPU is different. I have 2 i7 920 systems, one will hit 4.2 on air easily, the other will not even get past 3.4 so like I said each CPU is different. You should be able to change the multipliers, because you have a K processor, unless you really don't have a K processor. There are other things that affect your overclock as well. What motherboard are you using? If it is an OEM system you can forget about overclocking it. Also you will have to adjust voltages to get it to overclock.
