Yes. Bill Clinton came from a trailer. To win the highest office, you need cash, but you can win lower elections without the cash.

Yes.It would be a up hill battle but they could.If they had good policies that people could rally behind and he had experience.He would have to have broad appeal to get enough people to donate because would need a lot of money to run.
